Job details: You'll advise management and provide training on all aspects of health and safety with the busy Housing Services department, ensuring that we met best practice requirements.

You'll have plenty of scope to do things your own way and put your own ideas into action. Since we'll expect you to be flexible of course we're happy for you to fit your hours around your existing commitments.

With around five years experience in a similar role, you should be qualified member of either IOSH or IIRM. It's important that you can communicate technical issues clearly to people at all levels and work with mininal supervision. Hillingdon Homes Health & Safety Manager. Organisations involved in Health and Safety including the HSE, EMAS, professional and related trade bodies. External and internal (inhouse Council) contractors who provide services to and on behalf of Housing Services.
8) Main Scope of Job
8.1 Advising on all aspects of health, safety and welfare relating to the activities carried out within the Housing Service and in particular advise on and assist with the implementation of all relevant legislation, approved codes of practice and best practice guidance.
8.2 To be responsible for the day-to-day development, monitoring and review of the effectiveness of the Housing Services Safety Management System
9) Duties Personally Performed
9.1 Housing Services Safety Management System
To make recommendations to the Team Leader - Support Service :
9.1.1 Ensure the Housing Services Safety Management Systems meets best practice for the arrangement of Health and Safety in a large multi-functional service delivery organisation.
9.1.2 Ensure that the components parts and overall operation of the Housing Services Safety Management Systems are complying with agreed objectives.
9.1.3 Recommend priorities for annual Health & Safety reviews, planning and implementing the review and presenting remedial actions to the Team Leader - Support Services.
9.1.4 Maintain the “controlled” electronic and manual copies of all formal documentation which constitutes the Housing Services Safety Management Systems. Ensure the electronic version is available to all
staff and that manual updates are distributed to managers whose staff do not have electronic access.
9.2 Health & Safety Compliance
9.2.1 Maintain a thorough up to date knowledge of all relevant legislation, approved codes of Practice, best practice guidance significant case law, and health and safety management techniques and
principles relevant to the Council. Recommend changes in existing Health & Safety arrangements to the Team Leader - Support Services to ensure Housing Services complies with its legal duties.
9.2.2 Prepare a written statement of the Group’s safety policy and advise on the procedures for bringing the requirements of such policies to the notice of employees.
9.2.3 Provide professionally competent OH&S advice to SMT, DMT, individual managers and employees of the Housing Services group.
9.2.4 Advise the Senior Management Team on the implications of health, safety and welfare legislation and give guidance on how to meet the duties under such legislation including organisation and management aspects. Co-ordinate specialist advice as necessary for effective planning and implementation of the policy, health, and safety management system.
9.2.5 Establish and maintain suitable management arrangements, risk control options and workplace precautions together with associated performance standards, codes of practice and guidance notes.
9.2.6 Promote a positive health and safety culture within Housing Services and increase awareness of OH&S issues to secure effective implementatin of the Housing Services Safety Management System.
9.3 Supporting Service Managers
9.3.1 To act as the first point of contact for line managers/staff when specialist health and safety advice is wanted. To play an active role in supporting line managers in establishing and maintaining safe systems and a safe and healthy workplace.
9.3.2 Advise and assist line managers with the preparation of performance standards, local codes of practice, and other safety procedures and information necessary for the Housing Services Safety Management System.
9.3.3 To support line managers in operating and monitoring health and safety systems and procedures in particular, accident reporting, quarterly workplace inspections, reviewing risk assessments and identifying Health and Safety training needs.
9.3.4 Provide advice and guidance to managers on appropriate inclusions in contracts relating to H&S ie. targets and performance indicators, and effective monitoring procedures.
9.3.5 Ensure that analysis of Health & Safety information is used to identify trends relating to poor accident performance of particular areas, jobs or individuals is undertaken and that appropriate action is recommended.
9.4 Specific Areas Of Health And Safety Advice And Support
9.4.1 Maintain close liaison with Private Section Housing staff on the health and safety aspects of enforcement and grant activities.
9.4.2 Support officers of the Development Group in promoting appropriate health and safety standards in housing association developments and in the provision of temporary housing accommodation.
9.5 General Health & Safety Duties
9.5.1 Investigate where necessary the circumstances and causes of accidents, and take the necessary steps to prevent a recurrence; keep necessary written records of the investigation and action taken. Provide advice and guidance to the responsible line managers. 9.5.2 In liaison with the Group Training Officer, carry out an assessment of general and specific health and safety training needs and develop courses and policies relating to Health and Safety matters. Undertake direct training as required.
9.5.3 In consultation with the Emergency Planning Office, develop and maintain the Emergency Procedure for the Housing Service.
9.5.4 To act as the link with Hillingdon Safety Services, maintaining a close working relationship to ensure consistency of approach, and seeking professional support or guidance where necessary.
9.5.5 Lead management representation at Housing Services Joint H&S Committee, Council Joint H&S Committee and represent Housing Services interests on the H&S Co-ordinators and corporate officer teams.
9.6 Additional Requirements
9.6.1 To comply with and implement London Borough of Hillingdon codes and initiatives relating to equalities, customer care, health and safety and financial management. 9.6.2 Use management information systems, including information and computer technology and be willing to undertake appropriate training. 9.6.3 Undertake all necessary training and development activities as required.
9.6.4 Demonstrate a flexible approach in the delivery of work.
9.6.5 Any other related duties commensurate with the general level of responsibility of the post.

II Education and Experience: (Except for those posts which require a statutory qualification, we always state an experience level equivalent to a qualification) Either full Corporate memberships of Institute of Occupational Safety and Health by examination (MIOSH) or Full Membership of International Institute of Risk Management (MIIRM) plus at least 5 years practical experience of Safety Management.
