SECTION A Basic objectives of post
To provide close effective supervision to a team of caretakers, ensuring
that the highest possible standards of caretaking are maintained, including
the following:-
1. Prioritising work carried out within a team.
2. Organising and operating cover arrangements within the team.
3. Responsibility for the monitoring of work performance and initiating
corrective action when necessary.
4. Ensuring effective liaison with other officers within the Housing Management
Services and
Contractors as appropriate.
5. Carrying out cleaning and maintenance duties to a high standard as
appropriate.
6. To wear, at all times while carrying out cleaning duties or while present
on Housing's estates,
the personal protective equipment supplied (including protective footwear)
and to display a valid
identification card whilst on duty.
7. To be responsible for responding to out of hours emergencies at designated
blocks within the
area of your residency.
8. To fully participate with the Council's emergency call-out rota.

Duties and responsibilities/functional links
A Duties
1. Staff Management
To assist in recruitment, training, induction, staff development, monitoring
the performance of Caretaking staff and other key areas of works and be
responsible for carrying out regular supervision meetings with each member
of your staff and annual appraisals. Ensuring corrective action is taken,
where appropriate, in line with the Council's personnel procedures.
To supervise a team of caretakers and to ensure the highest possible standards
of caretaking and cleaning to BICS standard are provided. Deliver training,
including BICS procedures, to caretaking staff following the recognised process
and document accordingly.
To carry out and record regular monthly workload inspections with each member
of the team plus ad hoc inspections as necessary.
To ensure that adequate levels of staffing are maintained at all times to
enable staff to fully complete the block maintenance schedules. Also including
cover and rota duties, to include cover for other On Site Supervisors within
the District in their absence.
To hold monthly team meetings with caretakers, within the team and keep
appropriate records.
2. Caretaking Functions
To assist in the implementation of new initiatives, minor estate improvements
and research into the development of new work systems and development of
the caretaking service, including any necessary consultation.
To co-ordinate the team's response to the day to day needs of the service.
To carry out cleaning and maintenance duties within the team as necessary
(cover for absence), subject to the demands of the service.
To respond to emergencies, after normal working hours, within the District
and attend site where appropriate. This will be carried out as part of your
residential responsibilities..
To be responsible for responding to out of hours emergencies for designated
blocks within the area of your residency whether during your duty period
or not. The objective will be that staff will only be called out in emergencies
and will be expected to respond promptly with appropriate feed-back given
to the emergency telephone operator.
To ensure as lead officer out of hours that there is an effective response
service to all emergency situations, ensuring attendance and distribution
of equipment as necessary.
To provide a minor repairs service within the team and ensure proper monitoring
and quality control.

To ensure the service is provided within the H&S guidelines relating
to cleaning materials, personal protective equipment, reporting of defects
in line with Health and Safety at Work Act '74, COSHH and other legislation
and to carry out risk assessments related to caretaking tasks on estates.
In the absence of service are maintained with appropriate liaison with other
managers.
Ensure accurate repair requests are passed to the appropriate officer and
chasing/monitoring of repairs as necessary.
To ensure the delivery and recording of Council letters and documents as
required.
To report instances of Harassment, Nuisance and Anti-Social Behaviour, to
assist relevant
staff in the provision of information and give necessary support to the resident
and report back
to the resident on progress.
To make arrangements for the delivery, collection and recording of emergency
equipment to service users.
To accurately record completed work on a time sheet, check list or other
form as required.
3. Liaison
In conjunction with the Patch Manager and other team members to monitor
contractor's performance by using the relevant documentation (Grounds
Maintenance, Refuse, window cleaners, etc.), including carrying out quality
control checks as necessary and arranging access where required.
To attend meetings as necessary, or as requested, with housing officers,
contractors, tenants, residents and client group representatives that may
include out of hours meetings.
4. Financial Responsibilities
To ensure that all machinery, materials and equipment are securely stored
and properly maintained.
To be responsible for issuing stores and maintenance of accurate stores records.
7. Customer Care
To maintain a prompt, courteous and helpful response when dealing with or
initiating contact with service users, their representatives or outside agencies
and to ensure that caretaking staff carry out their duties within the guidelines
of the Council's Customer Care Code.
To visit new tenants and record the details, and co-ordinate visits made
by caretakers.
To carry out regular planned visits to registered clients of the Caretaker
Visiting Service and record details and assist in identifying new additions,
including taking appropriate action where necessary.
To be aware of the range of problems with regard to anti social behaviour
on estates and make effective decisions to ensure the health and safety needs
of staff and members of the public are considered.
To act as a front line problem solver after considering a range of solutions,
in respect of issues raised by residents encountered during the course of
duties on the estates when the need for prompt action is called for, particularly
during the period of time when on call.
Responding efficiently and effectively to the changing demands and problems
on Camden's estates, which involves liaising with staff such as estate officers,
contractors, tenants representatives, vulnerable tenants and residents who
could be victims of harassment and nuisance. Must be able to provide accurate
on the spot information and advice and practical assistance on a wide range
of issues to these various groups.

Criteria
1. Ability to prioritise staff workloads and direct staff through task by
instruction to provide a flexible/responsible service.
2. Ability to co-ordinate a minor repairs service.

service including cleaning to BICS standard.
4. Ability to liaise efficiently within a team, other departments and outside
agencies and to monitor contractors working on site.
5. Ability to train and identify training needs.
