PURPOSE OF THE JOB:
The Estimating Team is responsible for the preparation, calculation and production of Major work estimates that are to be recharged to RTB Leaseholders. As Team Leader you will be responsible for leading a Team of three Estimating Officers in providing a high quality and consistent service and ensuring that standard procedures are in place to ensure the Team deal with all aspects of Major work estimating.
The Post holder will also manage the Team on a day to day basis, covering all administrative issues and ensuring a standard approach by the Team for managing the preparation, calculation, and production, of Major work estimates, reaching targets set in conjunction with the Major works Manager and being one of the focal points, together with the other Major Work Team Leaders, on all other issues such as IT and integration.
KEY ACCOUNTABILITIES:
1. To ensure the effective and efficient daily management of the Major works Estimating Team and to ensure that procedures are in place for efficient and effective communications, between the Team and colleagues within the Council, for the provision of accurate estimated costs for inclusion within any Notice.

2. In conjunction with the Major Works Manager set targets for the Team for the preparation, calculation, and production of estimated recharges for Major works and be responsible for the supervision of the Estimating officers, ensuring effective work performances through reviews, one to ones, appraisals and development.

3. To be responsible for the consistent review, revision and introduction of all procedures which the Team will use, so as to ensure a consistent service to all service charge payers and other Council Officers, and to contribute to the update of all Handbooks, leaflets, and literature relating to major works.

4. To be responsible for all administrative duties within the Team, including any statistical returns, sickness monitoring, and time keeping.

5. To be responsible for the provision of information for the effective production of Section 20 Notices to Leaseholders within statutory deadlines and ensuring compliance with all legislation and good practice and to liaise with all service areas within the Council, in order to resolve any query on Major work estimating.

6. To be responsible for all aspects of the Team's IT requirements and ensure that these requirements are met, including liaising with the main IT providers so that all systems are operating correctly and effectively.

7. To be responsible for the maintenance of the Lease and Offer Notice database, ensuring all necessary information is entered accurately and maintained.

8. To be responsible for ensuring that all Leases and Offer Notices are fully investigated to ensure that all estimated recharges, contained within Section 20 Notices, reflect a true and accurate position for each Leaseholder.

9. Ensure that all requests to the Team for information from Leaseholders are dealt with effectively and efficiently, either by written, verbal, or personal communication, in accordance with the Councils current procedures.

10. To liaise with Service charge payers, and/or their Solicitors, Banks, and Building Societies in order to provide information relating to the estimated recharge within the Section 20 Notice and responding to queries relating to estimated recharges arising from responses to Solicitors queries.

11. Authorise refunds due to service charge payers, ensuring that correct calculations are carried out by the Team, and maintaining accurate records, with any supporting documentation.

12. When required, prepare any financial, statistical or informative reports at the request of the Major Works Manager, the Head of Leasehold and Income Services or the Financial and Administrative Manager and to perform any financial or administrative duty that will assist the Team in carrying out its function and meet its targets, within required deadlines.

13. Jointly with the other Team Leaders provide support and leadership in all areas to ensure the effective management of the Major Works Team and to provide cover for the other Team Leaders, as and when required, including the supervision of staff.

14. To provide financial information for internal and external audit and monitoring purposes, as requested by the Major Works Manager, or the Financial and Administrative Manager.

15. To attend any Neighbourhood or Estate Committee, or any similar meeting, as and when required, with the Major Works Manager, or as their representative.

16. To carry out any other duty, as requested by the Major Works Manager or the Head of Leasehold and Income Services, that is commensurate with this Post.

17. To ensure that the Council's Standing Orders and administrative instructions issued by the Director of Housing are observed and where necessary make recommendations for any new or amended Standing Orders.

18. To have an awareness of current Health and Safety at Work legislation, and to follow safe working practices.

Skills/Abilities

· Ability to lead a Major works Estimating Team and manage staff on a day to day basis.

· Ability to set targets and monitor staff for the effective production of major work estimates.

· High level of numeracy in order to carry out detailed calculations.

· Excellent verbal and written communication skills.

· Able to lead a Team work on your own initiative and as a flexible and supportive member of a team meeting targets and objectives.

Knowledge

· A thorough knowledge and understanding of calculating and producing major work estimates.

· A thorough knowledge of legislation relating to major works and consultation.

· An understanding of and commitment to the Council's Equal Opportunities Policy.

Experience

· Two years experience of leasehold management as applicable to local authority housing.

· Three years experience of working in a Housing Service environment.

· Extensive knowledge, and experience, of using and supporting computer systems, including software such as databases, spreadsheets, and word processing packages.

DESIRABLE - requirements that would be advantageous to performing this job but which are not essential.

· Knowledge of housing databases.

· Ability to work in a high pressure environment.

· Ability to operate effectively in an environment of constant change and to participate and implement change programmes.
